CIAC welcomes Quebec’s 2026 budget against a backdrop of global uncertainty

The Chemistry Industry Association of Canada (CIAC) welcomes Quebec’s 2026–2027 budget, presented by Finance Minister Éric Girard and described as ‘A responsible budget focused on Quebecers’ priorities’. The government has tabled a pragmatic budget that fosters a climate conducive to investment. We welcome the priority the government has placed on renewing CUSMA with the United States and Mexico, an agreement that is important to CIAC’s members.
The budget’s focus on streamlining government approvals, fostering a business climate conducive to investment and innovation, supporting workers and attracting investment is in line with the needs of Quebec’s chemistry and plastics sector. This sector plays a key role in supporting Quebec and Canada’s economy in the current trade climate. CIAC’s members contribute to the development of public infrastructure, particularly in the construction and renovation of schools and hospitals in Quebec. They also play an important role in supporting supply chains, particularly for SMEs, notably in the agriculture and aerospace sectors.
CIAC supports the government’s focus on fostering the development of the critical and strategic minerals sector, which is heavily reliant on chemistry-based inputs. We welcome initiatives that will be backed by additional funding of up to $2.0 billion from the province’s investment funds.
The chemistry and plastics sector is a strategic partner in achieving the government’s sustainable development and emissions reduction targets. CIAC welcomes ongoing support for the government’s circular economy strategy. The development of a circular economy for plastics is a strategic lever for Quebec’s environmental transition by reducing waste and emissions, supporting both environmental and industrial competitiveness objectives. CIAC members are actively contributing to this work with innovative approaches to circular solutions including advanced recycling.
